There is still a list of issues for further work, including a “Handbook by the OECD on Pillar 2 to facilitate implementation through a common approach, especially to assist capacity-constrained jurisdictions and present the Handbook by October 2023.” This was also flagged in the OECD Secretary-General Tax Report to the G20, which notes that the OECD Secretariat is developing a handbook that “will provide a step-by-step approach, together with illustrations on the application of the rules, with a view to making the technical content of the GloBE Rules more accessible”. On a related note, Annex B of the OECD Secretary-General’s report to the G20 contains a “Roadmap on Developing Countries and International Taxation Update 2023.” This report highlights existing and future capacity-building efforts for developing countries concerning the implementation of the Pillars. It also includes a table (pg. 13, Box 1.5) that summarizes “developing countries’ influence on the Two-Pillar Solution.”
